It is an insurance program run through different companys. We got it for our kids when my husband changed jobs and lost our benefits. Every child under 18 is ellegable but depending on your income you do have to pay into it, but it is MUCH less than you would expect. we pay $35 a month for both kids, and the benefits are great. we were able to keep thier pediatrician and dont have to go to a clinic. It is a form of welfare, so you can call in your area to see if something like that is available to you. Anyone is ellegable no matter what you make, you would just have to pay a bit more but not nearly the amount if you were to get it on your own. I dont know what chips is, it may be the same thing.
