Different reasons I guess, but mainly because some peoples conditions mean they never develop certain verbal and behavioural skills beyond a certain point.
Delays in cognative development, some conditions mean that persons brain and mentality may never progress past a certain age.Why do people with mental health problems often times think in child like way?
Well, from my understanding of some mental health problems. They orignially start to develop at a young age, For instance if you have excessively strict parents that control your development you can become needy and dependant on others during later life (as you dont have the freedom to learn and develop in your own way) and require constant validation or approval to make sure your doing things correctly.

This ultimately can make you somewhat clingy and insecure
