Can you transfer an xbox live purchase from one gamer tag to another?

a couple of months back, I bought the resurgence map pack for modern warfare 2, but I never really used it since i stopped playing video games. My cousin plays it all the time, so is it possible to transfer it over to his account from my account?Can you transfer an xbox live purchase from one gamer tag to another?If you can take the storage device that you downloaded the resurgence pack onto and plug the storage device into your cousins xbox and copy the map pack on his xbox he should be able to play it.
