There are a lot of possible answer so I will do my best to cover the basics.
Types of computers: In this case you are really looking at operating systems (hereby referred as OS). Either Windows, Macintosh, or Linux (Unix is a primarily server OS and will not be covered here). Windows is the most common OS and has the largest percentage of games available to it. Mac and Linux have a very small percentage, however you can emulate windows on top of these OS's and play games on that. The downside is that it requires more computer resources to play a game on an emulated OS than on a native OS, usually to the tune of 1.5x the amount of resources.
Hardware: It depends on what game(s) you are going to play, some have very high system requirements (like Crysis) and some do not (like Solitaire). Your usual controller would be the keyboard and mouse though you can get a game pad that works with a computer.
Price: Difficult to say due to the variety of whats out there and what you plan to do with it. I spent $3,000 on mine (beginning of 2006), but it has bells and whistles most people don't need (i don't even use some of them) and i recently built one for my cousin at around $1300, which is now better than what i have.
If i had to make a guess, you could spend $1200-$1800 that would give you a computer that will last you for some years to come. As for what kind of computer...well, just find what games you want to play and look at their recommended requirements and get something along those lines.

I don't believe there is a giant difference between console gamers and PC gamers. Many PC gamers may dispute this, but the only difference is that you may put a bigger amount of time and money into your PC investment, rather than its console counterpart. Also, PC gamers happen to be a bit more informed with codewriting, hacking, and modding, which may be a good or bad thing. lol I'm more of a console gamer, but I love my laptop.What are the requirments to becoming a PC online/offline gamer?since i'm a gamer myself i would recommend:

No offense, but this question doesn't seems to make sense. But this is what I interpret from it.
Computers - Definently PC, AMD processor, Get something like the Ati radion 9700 or the Ge4 fx
Controllers - None needed, unless racing, then wheel
Money - The minimum for a gaming computer, I'd say 1,100 (already built) but if you build it your self then i'd say 800. If you have enough spare change and want to buy the best then it would be something like 4,000 (Already Built) Build it ur self you would cut the cost to around 3,200
Fun - If you don't have a job, and you live with your parents or something like that (no rent or anything) Then this would be perfect. But if you have a job then you'd be only playing about 2 hours a day, and on weekends (which is pointless if you paid this much money on it)

this question really doesn't make any sense. just play games, and be patienate about them. that's pretty much what a gamer is, pc or console. There isn't any requirements to become a pc gamer except to play pc games. Having a certain type of pc or controller doesn't impact how much of a gamer you are, just how much you love to play games
